Prospera and the freedom cities movement emerged from Paul Romer’s charter cities concept, first unveiled to the world in his 2009 TED Talk "Why the World Needs Charter Cities". In his talk Romer offered a bold strategy to lift developing nations out of poverty without relying on emigration and the resulting drain on the local economy. Romer argued that the rules governing societies—laws, institutions, and policies—are pivotal to economic success, yet many countries remain crippled by dysfunctional systems. Drawing inspiration from historical examples like Hong Kong and Singapore, he proposed creating new urban zones within struggling nations, governed by a "charter" of clear, pro-growth rules to attract foreign investment, expertise, and residents. Presented as an alternative to ineffective traditional aid models, the idea stemmed from his 1990s research on how ideas and innovation drive prosperity, envisioning these cities as domestic hubs where millions could access better opportunities, improved governance, and modern infrastructure without leaving their home countries.
Over the following years, the charter cities concept gained attention among economists and policymakers. It entered into its first real-world implementation in Honduras, where Paul Romer helped to launch the Zone for Employment and Economic Development (ZEDE) framework.
